The day is supposed to especially recognize black cats that need a home. The website says that black cats are often judged unfairly because there are superstitions that say they are bad luck. There's a superstition that says that you will get bad luck if a black cat walks in front of you. In the middle ages, black cats became associated with witches.
I just watched the Studio Ghibli anime Kiki's Delivery Service and the young witch's cat was a black cat named Jiji. Jiji wasn't evil or brought bad luck.
According to The Spruce Pets, black cats are actually considered a good thing for women in Japan. They believe that a woman who owns a black cat will attract more men.
British sailors brought black cats on their travels because, not only would they get rid of the mice on their ship, they also though that black cats would bring them good luck.
